Default No ELC fuse, need help

I just got my 1993 Bonneville SE 4 days ago and found that there was no fuse in the ELC. Does this car have ELC and where would i look for the air compressor

I believe SE'* do not come with ELC, they come with the SSE and SSEi models. If you did have it, the compressor would be in the engine bay on the drivers side fenderwall.
