Default 4 headlamp system

I was looking at my headlight schamatics and I was trying to think of a simpler way to allow both highs lows and fogs on at the same time. I was thinking of disconnecting the wire from the highbeam switch and making the highbeam switch activate the flash-to-pass circuit. That should allow the lows and fogs to stay on without setting off the lamp monitor. Also the factory wiring should be able to handle the load as it has the flash function built in. Has anyone tried this or know why it wouldnt work? I modded my buick headlamps with relays to disconnect the lows and run them off a relay when the highs went on, but Ide rather not add components unnecessarily.
