Default Repair / Refinish bumpers

So aside from replacing the rear bumper cover, whats the cheapest way to get rid of the bad scuff marks? Sand down and repaint? It WAS green... Now its kinda tan colored.

I used a clay bar and really used a lot of pressure, you might have to gently use your finger nail to get the last bits off
