Red or blue light facing forward are illegal in all states unless you are law enforcement, military or fire. The exception being some states allow them as long as they are not on while the vehicle is under control (running with a licensed driver behind the wheel or traveling) on public property. You may want to call the highway patrol in your state and get the rules before you invest the time, energy and money into it.

any color light but White of Amber is illegal in the front of your car.
and even more, flashing lights of any type that are not blinkers also can be illegal in some states.

on my SSEi no. when i had my SE kindof...

they where all stock Colors in the Stock locations but i had a LED Strobe setup on them
