brakes won't bleed

:( 57 star chief with treadle vac power brakes. Noticed a leaky wheel cyl when changing oil. Rebuilt all wheek cyls, and replaced the 50 yr old steel lines. Now I can't get the brakes to bleed. No visable leaks, book says to start at the r front when bleeding then work AWAY from the mc ( I never heard of this method). Maybe the mc needs to be bled? Pulled the wheels off and all the wheel cyls are dry. spongy brake pedal with very little braking power. any ideas??? p.*. brakes are well adjusted.
How long have you been at it? I remember working on some of the old cars brakes and it seem to take forever before I started to get any brake fluid to the wheels. Is the fluid in the MC going down? Did that run dry while you were working on the wheels. If no and then yes to those two questions, bleed the MC...or just bleed it anyway and see if it helps.
If you replaced the lines then you have ALOT of air in the system. I remember when my buddy and me replaced the lines in his 77 grand prix, we couldn't get the brakes to bleed. we ended up using a mityvac to vacuum bleed them and it got all of the air out.

I made sure the mc was topped off when bleeding. I am getting fluid at each wheel. used a vac pump to get the fluid down then switched to a mighty vac. I have done this before and usually if the brakes won't bleed after work there is a leak. No signs of a leak anywhere. I'm going to try bleeding the usual way rear to front, if that won't work, I'm going to plug the mc and make sure that works then isolate the front and back by plugging the lines. This has turned into a nightmare. beautiful fall weather and my car is sitting up on jackstands.

I plugged brake lines from the master cyl back trying to find the problem. It was at the rear right wheel cyl, no leaks, when I took it apart it was full of metal shavings ( from the new brake lines??) I don't know why that would stop it from bleeding but now the brake pedal is hard.
