Default replace timing chain, sprockets, tensioner, and oil pump

after replacing my timing chain, both sprockets tensioner and oil pump on my 07 avalanche 5.3 L flex fuel I noticed slack in the timing chain at certain points during hand rotating the engine. my question is,should the tensioner keep the chain taught at all times? just the drivers side gets loose when it does develop slack.
