Default 2016 Malibu, P0299 (turbo underboost) and TSB PIP 5812C

Hello,
I had the P0299 turbo underboost code come up. I found the technical service bulletin PIP 5812C, removed the turbocharger wastegate solenoid valve, and it failed the air test through port 2, which according to the TSB my vehicle needs this solenoid valve. I bought one, and that one failed the port 2 air test as well, but I installed it thinking there'* no way the new part could be bad, but the P0299 code exists and the car still is sluggish. I purchased ANOTHER valve, and that failed the air test through port 2 as well. Questions: Is it still ok to drive the vehicle until I get this figured out? and does anyone know what is going wrong here and how I fix it? Is it two bad parts received? Am I missing something? Thanks in advance for any help!

I'm not familiar with that TSB. Can you post it?

Regarding continuing to drive it, it'* probably not a good idea. It has maps in it'* brain to accommodate certain failures, but it is still running compromised.

Also, just because this TSB exists, doesn't mean your car has the TSB'* problem. We might want to diagnose from scratch.

What do you mean by "failed"?
