Default 2014 Chevrolet Orlando Exhaust

Hi, my Orlando has developed an exhaust leak, evident from the loud exhaust. The loud noise appear to come from middle of the vehicle. I examined the exhaust system and only spotted a couple of issues.
1} The bolts/nuts that connect the catalytic converter seems to have rusted away. Is this possible or are the flange threaded? The flange does appear to be leaking at the bottom.
2) The mesh of the flex pipe is loose and can slide up and down. I did not notice an holes in the flex pipe but I did not have a mirror.

Should I try to cut-off the bolts at the flange? What is the best way to remove them?
If the flex pipe is OK and only the mesh is loose, is this a problem?

We cut and drill. Bolt back together with new gasket.
