A 3a draw has me thinking you have a bad relay. You mention you hear it clicking. Unplug that relay and test the amp draw again. Should be nearly zero then. Replace the relay with a new one and retest. If the problem goes away, your done, if not, start testing that circuit. Don't bother testing the relay, I've seen a few problems like this and even after testing the relay, could find no problem with it to explain why it'* doing that. They just wig out some times.

I switched the relay right off the bat. The relay is not the problem.

*Fan blows nonstop while relay goes crazy, car will not carnk
*pull relay and car will crank, but no fuel pressure
*ECU not the problem
*relay not the problem
*car not storing codes

Trace the circuit, something is shorting out. Start by pulling the panel the relay is on. I've seen more then a few get wet and corrode on the bottom. Check any place a wire may have been pinched or hit. But it sounds to me like you have a dead short. Perhaps unplug the fan you said is running and see if that helps.

That'* one of the things that'* got me confused - If I pull the fan, the relay stops buzzing, but the fan isn't connected to the control of the relay, so how can the fan make the relay buzz?

I pulled the panel and I see no signs of corrosion or damage, but I can't really everything becuase it'* covered with plastic.

It'* possible two wires are shorting together. Test both circuits.

I wish I could open this fuse panel up and see the circuit board. That'* really the only place the wires are close.

I wish wiring diagrams were more available online without paying for AllData.

I changed the fuse panel and the fan relay problem is fixed.

The draw is now 0.16A and seems to be coming from the BCM.

I still have no fuel pressure. The fuel pump fuse is getting no voltage. Could this be due to a security issue?

Loose ECM pin. Problem solved. Shorted fusebox PCB and loose PCM connection, probably of my own doing. 2A draw at initial hookup down to 0.16A over the course of about a minute. I'm going to live with that for now.

Sounds good. That'* a bit more manageable then close to 4amps. I will mark this thread as fixed.
