What do you mean it won't shift by itself?

Does it go into first gear and not shift to second? If it goes in first, the fuse is ok......if it feels like it is starting in 3rd gear, then you could have a bad fuse....

Have you tried starting in manual 1 and then manually shifting to 2?

Does it go into reverse?

Have you checked the fluid level and condition?

i have to start in second shift to third then shift to drive with a square around it. if i start off in drive it has a hard time going up hill and taking off from stoplights.yes it goes into reverse, the fluid is fine. there is no 1st gear on the selector.what is the erls fuse, and there is vacume all the way down to the vacume modulator but before the modulator is a tee one half goes to vacume accesories the other half goes to a check valve then to the modulator the vacume does not flow through. large hole on one side, small hole on the other no vacume flows through. i will look for that fuse though it might help
