I'm a little late getting back to this forum but here'* the update. I took the car to my friend who worked at the other dealership. He said that GM had heard if the problem before and while wasn't aware of what the issue is, they did now that if the entire system (maybe it was the rack and pinion???) was replaced the issue went away. So even though they were unable to replicate the problem they ordered the parts and replaced them. Awesome service! Get this, get a call for new dealer who says are you sure this is the first time the steering system was replaced. My response dead sure...after a phase I get interesting cause your previous dealer has stated an entire new steering system has already been put into this car!!! Wtf???

Anyhow long story short problem is solved but majically I get a letter just a few short weeks ago that states there is a problem and are providing a 10 year warranty on affected 2013 be Verano models. I'll see if I can post a copy of the letter.

For me it was definately temp related. It didn't present itself until it dropped below zero Celsius.

Thanks for posting this valuable letter and information. This should help other 2013 owners.
Interesting that they finally send a letter out with a recall # 142232/(jh) along the bottom.
I just searched 2013 Verano recalls and GM# 142232/(jh) nothing seems to be posted relating to Verano steering....yet.hmmm...
I wonder if this is going to stay an advisory only?

Default 2013 steering wheel

Daughter is currently having this same issue, with steering wheel. Sitting at dealership. Mechanics couldn't figure out the problem so they called GM. GM Suggested... that both positive and negative battery cables be replaced. Now mind you it'* a suggestion, not saying it'* the problem. And 2...not covered under her GM certified warranty. Who wants to spend almost $500 on a suggestion? I would be interested to know if anyone'* steering problem has been fixed.
