Well, if the solenoid is only getting 5.5 volts, it'* not enough voltage to pull in the starter........there has to be a bad connection/voltage drop, or bad P/N switch, or Theft Deterrent relay.....

Theft deterent relay, I loved mine, getting to it that is. Up in the dash driver side near the firewall. Lovely place GM stuck that one in the Buicks.
