Forgot to mention in my last post that we took all spark plugs off to see if there was any moisture in the engine and found no moisture at all

You may have a bad ignition switch.

It'* possible the windings in the starter could have shorted. The solenoid would still click and engage the bendix, but a dead short in the windings would pull max amperage from the battery, enough to dim lights, but not spin the starter.

If starter windings were shorted, then holding the key in the start position for several seconds should cause the positive battery lead to the starter to heat up fairly quickly.

I'm talking about the interior lights, like the dome lights.

The lights on dash do dim/off when I try to start then back to normal when I release the start key.

Default Ignition by pass

Try to by pass ignition, you can use a screwdriver and short the two contacts . If the starter still doesn’t turn . Then replaced starter. Or take starter out and go to autozone to have tested.

I have attached relay map. I had tried swapping #2 and #6 which were the same part number and nothing changed.
