this doesn't figure why if I shut it off it fills fine, but when running it doesnt ???

Its gotta be something with the venting I would think

The EVAP system is the vent

With what sounds like a common practice for you, running the car while filling the tank; I would recommend replacing the canister at a minimum. Also, I would pull the evap line from the fill to the canister and check it for a blockage. If there is no blockage and you've replaced the canister, then the purge valve should be okay.

Can I drill a hole in the canister and drain it then put a screw in the hole ??

The canister will clear it'* self, but will take time. Because the vent is plugged with raw gas the air that is being displaced by the fuel can not get out, so it'* only way out is threw the fill tube.

But AGAIN why does it fill fine when not running ???? This is the question I dont understand, if this is the case wouldn't it have a problem running or not ??

The vent is plugging because there is a vacuum there. Shut off the vacuum and the fuel is not sucked in to the vent, the vent can then vent.

humm not sure if I grasp that 100% but ok, so... should I just clear the code, run it and keep shutting it off when filling ?

Do not run the engine when filling, the vacuum will suck up gas, and you risk blowing up.

Reset the code and drive. It may take a while for the system to clear out.
