I finally found the problem.... it was not a ground..... it was a problem with the headlight pigtail..........

Resistance anywhere in the circuit does the same thing. Always start with the ground side as that'* where the problem is 90% of the time. When it comes to lights the sockets are also very suspect.

The problem with this time is I did that and I was getting voltage with my DVOM, so I discounted it....... then I found the problem (finally) with pigtail and several of the leads (more than one) not making good enough contact though a "little" contact. I replaced the pigtail and all was good....... I am "assuming" the prior owner of the vehicle had a front end collision (when I car braked in front of them).....that may be were the problem "stared"...................

The thing to remember is voltage and resistance tests without load are only valid when the test fails. Many times you will get favorable readings even though there is a problem. Loading a circuit will expose the area of concern. Your meter will not draw any significant current and therefore the area with the problem is not dropping much if any voltage due to the current being so low. This results in near full voltage without load. Load it up and the voltage will drop accordingly.
