The tire rim shop should be able to help you in fitting a 16" on there.
They will have the conversion book info etc.
They then should also be able to calculate the correct tire that closet matches to keep you speedometer close as well.
As far as I can tell you car was in metric and this is the info I have on the stock rims.
1993 Buick Roadmaster
Bolt Pattern (in): 5x5.00
Bolt Pattern (mm):5x127
Offset Range (mm):0 to 20
Front Center Bore (mm):77.8
Rear Center Bore (mm):77.8
Stud_Size:12x1.5

Reaper, I'm a big fan of the 5 spoke rims having the chrome bent 5 spokes on my 04 Bonne and the original 5 spoke SS wheels on my 71 chevelle. If you're going to go to the expense of replacing the wheels I would consider going to 17" and a lower profile sidewall, might give you better handling and a wider choice of tires. There are tire size calculators on the internet where you can play with different diameter rim and tire combinations to come up with the same or close to OEM tire diameter.
