It should have one, if the 2003 is the same as my 2000 LeSabre. Check out this video for location and instructions on replacing:

My '00, when I bought it, did not have ANYTHING in that reservoir. Why the previous owner would have removed the cabin air filter (and frame) and not replaced it with anything is beyond me.
I found the filter element + new frame included at Napa Auto Parts pretty inexpensively... see if this link works. It just slid right in there. I'd say go for that option rather than picking through junkyards.
