This is a normal noise inside the induction tract. They all do it. At least every naturally aspirated Series 2 and 3 I've come across. I think it is the sound of the injectors spraying just by the behavior, but I don't know what it is for sure. I don't see it as a problem . . . except for how the air boxes are so restrictive to keep the noise under control.

I took out the funnel on mine and then added some openings on the outside. It felt a little better, but not so much that I didn't think it was in my head. So I grabbed another air box (unmodified) at the junkyard and put it on, then it felt anemic. Back to my modified one and it felt good again. So I think it does do some good on mine, especially at higher RPMs, I just didn't change it right after driving it to be able to really notice the difference. Nice to be able to hear it a little more as well.
I figure I've added at least 200HP to it by doing that.
Just kidding.
I may have added a few horsepower when it'* wound out, but mostly it just feels more willing about everything.
