1994 Buick Century, 3.1 V6 Problems!
See, this whole time it could be electrical. I don't hear the fuel pump engaging AT ALL. I know what it sounds like but I just don't hear it, even if I have my head underneath the vehicle and turn the key.
My next test is to check line pressure before the fuel filter using a special T fitting with the kit and check for electrical. I've already switched relays with the blower fan, so it'* not a relay.. could be a fuse inside.
Be back.

The FPR is probably still stuck in at the idle position, allowing most of the fuel to return to the tank. When load/RPM increases, the FPR is suppose to restrict the fuel going back to the tank.
I guess I'm late to the thread, but I wonder if it was the check valve in the fuel pump. I had the same issues with my '94 Buick and ended up putting in an inline check valve and solved the fuel pressure issue.
