Default 06 Buick lucerne - Evap leak on top of the tank

Hello - I had a large leak code and did smoke test, the shop said the leak is from the top of the tank, they suggested to replace the fuel pump and quoted 1400 to replace. I thought of replacing just the seal(o-ring) and the lock ring(rusted). After doing both I could still feel cold air escaping from around the edges. I thought maybe the fuel pump has a crack or something and then decided to replace the pump.
I got a fuel pump(delphi) from rock auto and replaced the pump myself, but I still could feel evap leaking from the red circles in the picture, I could feel cool air escaping around the seems. Honestly I'm not sure if the tank is warped or if the o-ring is not seated properly - This is the second time I'm doing this and I'm at loss. Can someone guide as to what could be the issue ?

PS - The lock ring is not all the way locked because I thought of reseating the pump on the o-ring again.

I bet either something is caught in the seal or it isn't on there properly.

@CathedralCub @carfixer007 I cleaned the groove where the o-ring go with break clean and removed all the debris using vacuum, aligned the arrow of the tank with the pump and put back the seal, and I could still feel cold air escaping around the seems of the pump.
