FIRST:
Is the amp getting power? Do you have good ground, amp feed, and remote?
SECOND:
Are the signal wires (Don't know if you are running low-level or speaker-level inputs) getting audio to the amp? Some headunits actually have switches in their menus that turn amp signal (not remote turn-on/off) on and gain control as well.
THIRD:
How is your gain set on the amp?
FOURTH:
Are the subs good, as in voice coils intact?

got them working but there is a whistling noise between changing songs and when the cd player is loading the cd
ive been told.......... its engine nioses.............. comments disagreements ne thing?

The whistling...does it go away when the engine is not running?
Most likely it is the rca wires picking up stray noise...OR you ran the rca'* in the same bundle with the power wires (which is a big no-no). You could try what is called a ground-loop isolator but the free fix is to separate the bundle...power wires on one side of the vehicle, signal wires on the other.
Also, try a better ground....btw, where are you grounding at??

sounds like alternator noise to me. (assuming it goes away when the car is off)
make sure your power and source wires are on opposite sides of the car, that the amp has a good ground, that the battery has a good ground (both at the battery and the frame) and that the positive wire from the alt to battery has clean connections.
Also consider the Big 3 upgrade.

well they are both on the same side (rca and power) grounded to a bolt on the right side of the of trunk.......... but the wistling gone now its just a low hum
