Default Poor Reception/Power Antenna

The power antenna on my 1995 stopped working, stuck about half way. I pulled it out and messed with it but still nothing. I opened it up and manually turned the inside wheel and managed to get the mast in it'* full up position. Still the reception is terrible. I thought that once it was fully extended the sound would be ok. Is it because the antenna is broken or could it be something else that is causing the poor reception?

You can pull your radio or reach behind it and make the the antenna plug is all the way in the radio..
