Both. Also said that it would only be covered if it rusted through, which wasn't going to happen with the aluminum hood. I told the paint shop manager I knew of the TSB, and knew from the forum that some had them done. He said to contact GM to see if they would cover it, GM said dealer'* decision.
I wouldn't let my experience keep someone else from trying it, though. Some have had luck...others haven't.

Test drove a 01 SLE yesterday afternoon. It had the paint blistering problem. 4 large spots on the leading edge of hood and on the underside the blistering ran the whole length of hood. Salesman claimed he would have it fixed. He also said the transmission had been replaced and it was a GM "buyback". Think I will shy away from this one. 62K.
