Default Rust

Today was the first nice day around here in a long time, so I decided to wash and wax my Bonneville. Well, everything was looking good so far about 90% of the way through.
Until I got to the rear driver side door and noticed a little bit of orange sticking out. I opened the door to find a good size area of paint missing and rust starting to develop there.
It was caused by someone who thought that kicking off the ice on my car was a good idea. Does anyone know if anything can be done to cover this up or at least be able to prevent it from spreading?

I found the exact same thing on mine after I bought it. There was a dime sized spot down to bare metal in the same spot as yours inside the door. I have a feeling it'* also because of ice since I noticed that snow gets slung in there off the road and cakes up, turning into ice. I sprayed it before winter, and I"ll be keeping a close eye on it.
