Front End Alignment...

Had a free alignment done when I got new tires. I couldn't afford to have anything else done so I wasn't hearing the mechanic to good as I had borrowed some money just to get the tires so I couldn't hear anything about anything that costed more.
Anyway, does any one know what this means.
The mechanic wrote a note on the side that says " Inner tie rod rusted to outer tie rod." Evidently he couldn't adjust the front passenger side wheel because of it. What would I need by way of parts and tools to fix this?
I do understand that whatever I do afterwards I would need to have it aligned.

I have done a couple of searches already on tie rods and such and I am just a little perplexed. Any knowledgeable opinions will be appreciated.

From that report he didn't do anything?
You can try cleaning up the rust with a wire brush and some penetrating oil then take it to another site to have it aligned.
If it was loose he would have told you.
