Default 01 ssei surging

Just got my wife an 01 SSEi and when im cruising on the interstate and i start to go up hill, the torque converter will unlock putting me at 2200 rpm and then the car will surge....rpm fluctuates + or - 100 rpm....if i give it more throttle it'll go up to like 2600 rpm and be fine...or if i give it less throttle the converter will lock back up and be fine....anyone have any thoughts on what might cause this?
