Default Wiper Trouble

'92 SSEi, 155K miles

Having trouble with the delay feature on the wipers. Sometimes if the wipers have been 'on w/ delay' for a round 10 minutes they start cycling without any delay. The wipers also don't shut off at times, which is a little frustrating when the rains stops and my wipers are still cycling on a dry windshield. Shutting iff the car is the only thing that resets them when this happens.
Seems to be a heat related problem (even though it'* raining/snowing/etc.)
Low and high cycle always work OK.
I'm wondering if the relay is bad or the switch? Where is the relay located?

sounds like a bad switch [the whole multi function lever].. someone with a little more knowledge may have a better answer, but what I can confirm is there isn't anything wrong with the mechanical stuff, because it works in the first place.
