It could be the issue. However depending on the symptons it could be anything from a loose battery cable to a bad computer.

Won't turn over could be VATS or battery cables
Turns over, won't start can be spark or fuel related as well as computer.

The computer is under the passenger side of the dash, laying on the floorboard. If you remove the hushpanel you'll see a silver box with red, white and blue connectors, that'* the computer.

Hushpanel is a confusing term for the plastic underdash panel, we try to keep the newbies guessing when possible.

Wow it seems all these bonnevilles have this problem, the more and more I look, because of the similar situation I have with mine, they all have this similar problem. I have my car at the Dealership now after 2 repair shops that couldn't find my problem, even the dealership is having a problem, they have already put over 3 hours trying to find the problem and still looking -

94 and 95 years had different computers than the other years. I've seen a couple 92'* go bad, one or two 93'*... by far though if you can't figure out a problem on a 94/95 go for the computer. It usually remedies the situation.
