That'* a good one. 2 possiblilites I'll guess at before JR jumps in here. #1, the pressure can vary depending on manifold pressure, or #2, the regulator is disabled and unable to deliver fuel if there isn't any vacuum present.....??

Yes, it did. With stricter emissions and the need for better performance, the injectors were changed to allow a higher fuel delivery pressure for fuel atomization.
