Default water leaks from under dash

I have a 1999 SE. No sunroof. I have cleaned and sealed the door seals and roof channel. Patched the holes in the passenger side rear wheel well.

I now have moved to the front of the vehicle and have leaks in the following places under the dash: above the gas pedal, right front corner and left front corner. If I run water on the black plastic under wipers near the windshield I get water in. Applying water around rest of windshield doesn't seem to be a problem.

Any help you can give would be greatly appreciated.

Sounds like your EVAP drain is plugged. Take a look here, it should help.

The drain is explained a bit just past the half way point of the write up.
