To me this really sounds like your upper strut bearings / mounts. At 70K I'm guessing they are original. I would try greasing the bearings to see if the noise decreases. They are under the black caps on the strut towers.

It shouldn't be too much of a problem. And replacing them would be a waste if the struts are ok IMO.

Bonne94ssei, it could be from an interpreter program.

As mentioned, this could be the strut mounts. Could also be a dried out steering component. I would suggest checking the power steering fluid and the various components including the struts and strut bearings.
