Default Scanner not working

Just received my new/refurbished Autoxray XP240 w/16 pin OBDI cable from Autocheckup.com. I read the instruction manual, plugged it in and kept getting the same message "Vehical is not responding". Talked to tech support at Autoxray who suggested trying different model years (93,94,95) and different Vin# (L,K,1) all of which didn't work. Called tech support again who suggested my car may be OBDII instead of OBDI. Has anyone had a problem with scanning of the 1994-1995 Bonnevilles? Could my OBD connecter be bad? All suggestions and comments are welcomed.

Yes I tried it with the key in the on position and also with the engine running. When I stated I tried different model years (93,94,95) I was reffering to configuring the scanner for different model years.
