I have a digital multimeter already. Do I need to touch each end to the metal inside the plug boots or can i just touch the outer wire?

Ok I tried to test the ohms on each wire. I got 300, 400, & 500 on the front wires. and 800, 900, 1000 on the rears. Whats this mean?

You need to test from the plug end to the coil end, and it should not exceed 1000 ohms per inch as a general rule. If this is what you did, then the wires sound fine.

So the wires are OK. Plugs are OK, ignition module and coils replaced. I hate to make any more guesses. Has the fuel filter been changed lately, and have you checked the fuel pressure? Other idea is that some of the injectors could be bad. A scan tool may help here.
