It could be either a mechanical bind, or an electrical problem.

Try it with the trunk lid open, and see if the actuator moves. If it does, but not when it'* closed, lube and adjust as necessary.

If it doesn't, it'* electrical. I've had both problems.

Some cars have a trunk swith lockout. This lockout is in the trunk. The remote, or the key will still open the trunk, but the lockout disables the trunk switch on the driver'* door.

I know the 93'* didn't have the valet switch, and I'm pretty certain the 94 didn't either. It'* in the glovebox if equipped, but that would typically disable BEFORE the relay, not the actuator. He can hear the relay clicking.

JR sounds to be on the money (as usual). No where in my 95 books do I have anything about a lockout.

My '94 and my '92 didn't have it either, but they didn't have all available options, so, I thought I'd throw that out there just in case it could be something simple.
I'll try to be more sure next time...
