damn. do i just take out the relay? what should i clean it with? should i put dielectric grease on it after i clean it?

Slow down..(sound like ur on crack (personal joke everyone))
Pull the relay.. look it over. Are the terminals corroded, maybe brown burnt looking, maybe they look fine.
Clean them if corroded.. apply dielectric and reinstall and pull back out 5-10 times to clean the terminals it goes into. It takes 3 cycles of the car (not just a start and turn off either) to clear the code. See if that does the trick. Relay might be bad..but if the fans are working properly ..I'm more concerned about the PCM near the exhaust.
