Default occasional sarting problems

I have a 1994 Bonneville that has around 196000 miles on it and occasionally will not start it sounds like it will but just won't turn over. Some one at my moms work thinks is a cracked distributor cap. I recently had the spark plugs and wires changed. Also after coming home I smelled smoke coming from my engine and popped my hood and something was letting off some smoke. Any ideas why once and a while my car won't start up and why this part of my engine is smoking?
Here is a link to the pic of my engine the part that was smoking is circled in red.

If I am seeing what you circled correctly, that is your EGR valve. Maybe some coolant or oil is leaking onto the hot pipe and causing smoke?

Your car does not have a distributor or a distributor cap.

Are you saying that sometimes the starter spins and turns the engine but the car does not start?

Yes that would be the EGR Valve if it doesn't work it would keep your car from starting.
