Default OBD II software

I just purchased a 1998 SLE, my first GM car with OBD II. Wonder if any of the mechanics out there can recommend the best Windows software and analyzer for OBD II? I am good with computers but not a very good auto mechanic. Trying to learn. I've researched the net and there are a lot of offerings out there. What'* the favorite?

Default scan

I have found the scan tools much too expensive and you can get around most diagnosing without one. A good digital OHM/volt meter is priceless.
If not Auto Zone will scan it for free.
