In a pinch, simple code-readers are available for the 94+ cars that need them, but a full-blown scantool or laptop software is invaluable for thorough troubleshooting or tuning.

Right...and one that will scan the 94/95 hybrid.
It ain't software, but my AutoTap EZScan 5000 will scan any car with OBD (1, 2, 1.5). And, it was only 400 or 500 bucks....

Does anyone know who will scan for free in Canada? I just bought a $150 (on sale, regular $250) code reader because I had to read codes on my 97 Transport. It'* a good tool, but seems very expensive.
