Default No Error Codes Yet Air Bag Light On

Just replaced the airbag controller on my '99 SLE (previous unit had classic Bonneville floor pan water damage). Initial result was that air bag light flashed 3 times, then went off.

After just a couple of rides, the light is back on solid. Analyzer (Solus) can communicate with airbag system and indicates no errors (no P-code error codes either). Manual air bag system reset via analyzer was successful yet the air bag light is still on.

Any ideas what may be causing this ?
