Lower the steering wheel to the lowest setting , and gently pry it off. it is just held on with press in clips. You could use a small screw driver to help pry up parts of it. I find it easiest to start on the driver'* side, or under the radio. Be carefull if you try and pry against the dash, as they often are brittle from age and could crack. If I had a bonneville I would get you some pictures of how I do it.
