Gtech meters are notoriously inaccurate. However, 16.0 seconds is about right for a stock 92. They were somewhat underpowered even compared to the 93'*, so your numbers aren't THAT far off. Ignore the G-tech. It'* only good for determining what rpm your hp or tq peaks at, not the actual peak value. ET and trap speed are going to be way off and all over the map. It is not a good diagnostic tool.
Your filter should be tested. Fill it with water and tell us how quickly it flows through. Do what you can to get your IAT'* down. That'* the way to get more timing.

This could be TOTALLY out there, but do you think it may have jumped time? I 99.999% doubt this happened, but if your cam retarted it would still show perfect compression and possibly not make any noise. Again, you sould like you have plenty of knowledge of cars but i'm just throwing it out there.
