Default Low RPM Surge

I`ve been chasing this problem for a while now with no luck. 1994 SE surges at low RPMs. Almost feels like a miss or a stutter. It does it whether or not the car is moving so I can run out the transmission and lockup converter. No codes, new plugs, wires, coils, ignition module and fairly recent fuel pump. The TB has been removed and cleaned. At low speeds it seems to clear up after it shifts into second and hits above 1500 RPMs. Any thoughts on this problem would be GREATLY appreciated.

What about that fuel filter when was that changed

Yes, fuel filter has been changed. Could a bad injector do this or would I still feel it at higher RPMs?
