Default Horn won't blow

1992 Bonneville Se Horns won't blow. When pressing the born on steering wheel -it sounds like a relay under the hood is clicking. I also know there is a relay under the passenger side by PCM. Also have a current problem with oil pressure guage which the consensus of post would indicate dirty instrument cluster connection-could horn be associated with this wiring connection. :( :?

First use a jumper wire to see if the horns themselves are blown or not. Next back trace the wires to the relay & test to see if there is power going to it when someone else hits the horn. After that try the horn contact under the steering wheel pad.
