Nope, not a fuse.

This pisses me off. I hate trying to figure out electrical problems and I even hate trying to mess with interior stuff more! Hopefully there is a relay or something in the engine compartment.

Check to see if you have voltage at the fan motor when "HIGH" is selected.

I kid you not. I go outside to check for power at the motor and the stupid thing works.
