spray some kind of anti-seize on them and let it sit. then, use an adjustable wrench or channel locks to turn them and they should simply unscrew. you may need to replace them with regular bolts after but those can be found at any hardware store.
yeah, the plastic cap for the thumb screw (yes, you are supposed to be able to turn them with your thumb. I have yet to find one that I can without channel locks first) is missing.
It is easiest to remove with an adjustable crescent wrench. can put it back on again if you want, or find a new thumb screw from the yard.

Um, wait a sec: In the right-hand photo above, the two big black plastic ***** just visible at the either edge of the photo are the removal bolts, yes? The smaller screws directly behind the headlamp bulbs are the aiming adjusters; you don't need to touch those when removing the assembly.
Just unscrew the two big black round *****, and the entire headlamp assembly will lift up and out.

c now i busted all the platic that the headlight is connected to on the first pic that way i could get at those metal square bolts. the 2nd pic is of the good headlight. it has the black ***** but the busted one never did! all it had were the square bolts. there is no way of clamping the bottom side of that square bolt becuz it is surrounded by frame. the other one i just wiggled out and planned on putting a bolt in there which may b the only way i can get that other bastard out
If the clip nut rusts on to the bolt, torquing the bolt hard enough to break the clip ears off (where they wrap around the edge of the core support) can allow the whole thing to just turn round and round in the hole, and never unscrew. Will take a look at mine and see.
