This is the type of thing that needs to be properly diagnosed.

Jr's3800 asks about the temperature gauge because they have been known to be off by a good bit. If you don't know what temp the PCM sees..then you do not know if the fans should even be requested on.

Next is to check for voltage to the relays, are they getting the proper voltage in?

Then test the relay to ensure it is working and allowing the current to pass through.

After that.. checking for the PCM command at the wire to the relay.
