Does anyone know how to wire up a switch so that I can turn on my fan for the radiator when I want too?

well.. your drawings there is.. but I never looked into wiring it up..YET so just wondering where the blue wire is for and where it goes? :P

Bad idea. What happens when the PCM 12V source goes head to head with this?

Ground the high speed fan relay. Don't supply an additional 12V source to the fan.
