Default Engine won't turn over

1994 SSE drove the car home from work went out to start the car later and the car wouldn't turn over. Thought it was a dead battery and tried jumping it no luck.
1. checked battery and cables all good.
2. engine will crank but wont start when jumping off starter.
3. car has a VATS system on it and tried all 3 sets of keys.
4. checked all fuses and good.
What else can i check for,

There are three things that keep a car from starting

No fuel
No spark
No crank

You've got crank.
Do you have fuel at the schrader valve on the rail?
Have you checked for spark?

Pull a plug wire and put a screwdriver in the socket, lay it near a ground and crank over. Is there a spark? If not, we have the problem. If so, check your fuel like Bill said.

checked and got fuel.
will have to wait to check spark being under the car jumping the starter its hard to see a spark

it looks like its the VATS causing all the problems how do i remove the VATS module from the car now worried about being stolen

I would like to know how or if you ever get this figured out, I'm having the same problem with my 1993 SSEI Bonneville.
