I'd guess it'* the harness that comes over the top of the AC Compressor bracket? If so, you're missing a retainer. It shouldn't have been near a belt.

I had some wiring work done by a friend of a friend for the crank sensor wire 6 months ago and I guess he never put the harness back properly.Mine actually goes under the compressor and runs next to the lower radiator hose and up to the front value cover.

I adjusted it so now there is about a 2 inch gap from the belt. Apparently the harness was rubbing against the belt and this caused the wire damage.
