Default ELC/inflator problem

well, the pump has never worked when i press the ON button. i hear a click, but that'* it. if the pump does not come on when i press the button, would i be correct in assuming that my ELC is not working? I don't hear anything when i turn the ignition on, but i don't have anything real heavy to load the trunk with, so I obviously haven't done that test...
i have been reading up, but haven't been able to figure out where the pump is located on the 95 SSE.
Is there a fuse or relay i should check first? where are these located?

i found the pump, it is underneath the carpet in the trunk near the wheelwell.

i saw a very corroded connection that i thought might be the problem, and cleaned it but it didnt seem to have any effect. I also tried putting 12V from the battery, and a ground to the connectors but the pump just make a funny clicking noise (not the solenoid click that happens when you press the inflator button... it was louder)
but the pump didn't start. i'm pretty sure it'* fried.

any idea how much one would be from the junkyard?
